Civil Unrest in Libya - February 2011

The Libyan civil unrest began on 15 February 2011 as a series of protests and confrontations against the Government and its leader Muammad al-Gaddafi and has since become a widespread uprising which is continuing to present. The fear of repressive actions caused massive exodus towards neighbouring countries, mainly to Tunisia and Egypt. Tens of thousands of people desperate to escape Libya are pouring to the borders crossing and creating a humanitarian emergency. Due to security consideration, the dissemination of situation maps on population movements has been restricted.

SAFER was triggered on 22 February 2011 by the Monitoring and Information Centre of the European Commission DG Humanitarian Aid and Civil Protection.

Based on multiple data sources (Worldview, Geoeye1, Quickbird, Ikonos, Landsat 7), SAFER produced numerous reference maps for different regions in Lybia (Tobruk, Benghazi and Derna) but also for Valetta in Malta and Sallum in Egypt.
