The pre-operational emergency service of GMES is currently provided through the FP7 project SAFER which addresses the following domains:
- Civil protection
- Humanitarian aid
- Security crises
SAFER addresses potentially all types of disasters or crises: natural disasters (floods, fires, landslides, storms, earthquakes, etc.), technological accidents, humanitarian crises (for instance after a severe drought period), civilian-military crises.
In the domain of emergency management, numerous projects paving the way towards a pre-operational GMES service have been funded by European institutions over the last years. These include projects such as Respond, RISK-EOS, PREVIEW, ORCHESTRA, OSIRIS, ...

In the days that have followed the earthquake that struck Haiti on 12 January 2010, GMES has provided several Civil Protection Authorities as well as international or non governmental associations with rapid mapping.
Practically, two different GMES services were solicited in the aftermath of this major disaster: the GMES Emergency Response Service developed by the SAFER project and the GMES Security Service developed by the G-MOSAIC project. Both were activated on 14 January 2010. Read more...
