Conflict Prevention and Mitigation

Conflict Prevention means "to act before a crisis occurs", underlining the necessity of possess the relevant information tools for political and military monitoring.
The Service can provide:
- Damage Assessment: Monitoring of changes caused by activities of militias or other events
- Camp Structure & Dwelling Density Mapping: Extraction of dwelling units using object-based image analysis, generation of dwelling density maps as well as information about the camp structure
- Impact Assessment: Assessment of the impact of the camp population on the surrounding environment
- Population Monitoring and Growth Estimation: Monitoring of the development of the villages. Estimation of population growth based on structure and density of the villages/camps.

Coastal Surveillance over the Mediterranean sea

The Service provides Earth Observation based vessel detection products to improve the awareness of maritime illegal trafficking approaching the coastline and perform optimum planning of coastal zones patrolling missions.
The core of the service is the integration of EO data with non EO systems data, like AIS.
Not-identified/identifiable vessel report is delivered by a WebGIS interface in Near Real Time. The average time from the acquisition and the delivery of the report is 1 hour.
In July, LIMES provided an experimental Maritime Surveillance service supporting the Nautilus 2008 Operation coordinated by Frontex.

Maritime surveillance outside Europe

The Caribbean waters are a transit zone of illegal trafficking – mainly narcotics - from South America to U.S., Europe and local markets by mean small go-fast vessels, larger fishing vessels, yachts and freight carriers.
Satellite images with valuable vessel detection & localisation capabilities support the patrolling activities.
A service demonstration took place in June 2008. Three Service Demonstration scenarios were used:
- Caribbean Large area monitoring: Surveillance of activities and maritime situation update in Near Real Time conditions with RADAR and Optical satellites
- Caribbean small areas surveillance: Detection of small vessels in off line conditions with RADAR and Optical high resolution satellite
- Open ocean routes monitoring: Detection and tracking of large vessels in off line conditions with RADAR satellites

Large Events Plan Support

Service Demonstration in May 2008 supporting the organisation of the EU-Latin America 2008 Summit in Lima.
The Service provides geospatial information on the city of LIMA to assure the security not only in the enclosure where the Summit takes place, but as well to try to plan a better security for the region which is receiving the event.
The Security Radii, centred in different risky points inside or outside enclosure, provides relevant information with different degrees of risk associated.

Critical Infrastructure Surveillance

Civil infrastructures and energy networks have become A1 threatened targets.
The Service combines local geospatial information and Very High Resolution Satellite Imagery. Outcomes provide updated infrastructure and terrain analysis to benefit the security of premises, population, land uses and economic activities: 3D modelling of critical infrastructures, land uses at risk under urban burst, infrastructures at risk due to land displacements.
